A lot of hyperbolic-sounding statements are exactly hyperbole, but I think you've got a decent case for this one.
Off-the-charts hypocrisy, state power used to silence dissent, targeting political opponents, blatant disregard for both the principle and letter of existing laws...enough of the pieces are there to justify considering the label.
It's certainly got repressive authoritarianism written all over it. Whether it technically meets the additional (nebulous) standards that would clearly mark it as fascist is less clear to me, but it's not obviously outlandishly far off.
