A lot of these ideas--provide service X and get benefit Y--have been tried out already e.g. in the Soviet Union. Although they sound good in principle, they tended not to produce adequate motivation, and were highly corruptible as the economic system did not force a basic level of value-production to sanity-check the decisions being made.

The details are different, but I am deeply skeptical that the outcome would be any better.
