All over the map suggests an inconsistent or random outlook. I think Buffy was saying that there is a consistent underlying view that explains all the answers.
For instance, if you run a poll about punishing people for various things, you wouldn't say the punishment results are "all over the map" if people answered consistently with a justice system where there are laws and people are sanctioned, as impartially as possible, when they break laws.
I'm not sure I agree with Buffy that the pattern matches her characterization, but I don't think you are getting at the essence of her point with the "if you include both of those" comment.
If you include both random beatings inflicted by police and incarceration for mass murder under "punishment" then people's views of punishment are all over the map.
