As a first approximation, that quote seems about right. The occasional exceptions are important, but you can rescue them from the flames one-by-one.

On the other hand, the quote itself contains no abstract reasoning concerning quantity or number, nor does it reference any empirical support, so I guess it's off to the flames with it.
