Being "supposedly safe" is better than being assuredly unable to access care, at legal risk, and a potential target of violence that political figures say they don't want but are recalcitrant to rule out in stark, unambiguous terms. Moving to California for safety is an entirely reasonable thing to do.
The problem with California (and New York, and Oregon) is that the cost of living is very high, especially in the most trans-friendly parts. That, more than any anti-trans attitude, is what tends to leave people on the streets. Of the states Cassie listed, New Mexico is the least expensive. This can be an important consideration if making a sudden move with no job lined up.
