Big Gullet Bill vs Little Red Hen parable cage match!
The problem with billionaires is that we set up a game, they play, and oh boy, do they win big. Then we're all like: hey! You won too big!
Maybe we're playing the wrong game, but the right game is probably not the wrong game with a rule: if you win really really big, we pretend you only won big and the house pockets the rest.
If that worked with human nature, there's be a lot of lotteries where the jackpot was capped at, say, $100k, and as more people play, you have more jackpots. Aside from lotteries being stupid and regressive in general, this illustrates a point about human nature that pretty strongly clashes with your suggestion for how to get out of the parable of Big Gullet Bill.
