Looking at the map doesn't distinguish between all the ways in which those states are similar. It also seems a bit random--why did Wisconsin refuse but Arkansas accept, for instance?
My answer is: it's top-down tribe-affirming ideology. Has nothing to do with race and little to do with what a majority of people in the state want. It's a reflection of the personality of the leaders and what they think sells to their base and the Republican leadership (the people they care about). This fits with the randomness, because leaders are randomly different.
Your answer is different, but you still haven't done much of anything to argue for it, only state it.
