But physical shuffling isn't nearly as random as a good PRNG, and you don't have time to notice that some hands are missing. So I really don't see the issue.

I mean, if legislators don't understand randomness and they made dumb laws that pretend that it matters, well sure, comply with the law. Also, you hardly need fast random numbers for that, so use any decent cryptographic technique. But that isn't a principled reason to use more state. You fundamentally cannot observe the difference.
