Children who have tantrums without condemnation often end up having even more tantrums. The condemnation needs to be given appropriately, but often the child has the tools--and almost always the adults have the tools--they need to communicate appropriately if they really want to. But it's easier and more fun to bawl and scream and thrash until one is too caught up in the moment to actually have control any more.
Condemnation is an important part of the social toolkit we have to guide pro-social behavior.
