Defunding isn't the right axis, though, any more than defunding everyone's food budget is a solution for obesity.
Policing is a critical function. When your police are broken, the thing to do is fix them. This might involve firing all of them (which I guess you could spin as "completely defunding")...but then you hire new ones back again. Whether the cost goes up or down is secondary.
Other social services are also beneficial and deserve funding too. But thinking that Uvalde is a clear-cut case for police defunding is just not correct.
