Good grief. You took the time to write all that, and not the 30 seconds to Google "Oregon HB 2845" to find that it passed: https://gov.oregonlive.com/bill/2017/HB2845/
Or the 30 seconds to read the top paragraph of the standards I linked that clearly states, "In 2017 the Oregon Legislative Assembly adopted House Bill 2845 calling for the identification and creation of Ethnic Studies instruction for students in kindergarten through grade 12 relating to social science standards."
Emphasis mine.
You're calling the official Oregon Department of Education website a "junk source"?
Did you take the 60 seconds to check whether it's linked from their front-facing page or lost somewhere in an archive?
If you spent two minutes, you might have noticed the reference standard stating that the standards are available for implementation now.
Crikey. Talk about motivated reasoning.
