I agree that the ceasefire is basically a "you back off, we give back hostages, and we rebuild to (perhaps) try this again in a few years" plan.

But they've never even offered "permanent cessation of hostilities" before. This is, compared to older rhetoric, a big step.

If they were willing to give the offer teeth, then it would get considerably more compelling.
