I don't see how this is even relevant for issues where it's not possible to get "experience and instinct". The point of decision science isn't to use it where whatever heuristics run in our heads are fully up to the job. The point is to use it where things matter but we can't wrap our heads around it.

Like, for instance, what should you do, if anything, about the electrical grid causing wildfires in California? How would you even approach gathering information that would let you answer that question?

This is a job for data science. It is not a job for experience and instinct.
