I hope your readers realize what fantastic ideas these are! Changing voting to be a less warped measure of what citizens want would likely have an immense impact on U.S. politics.
It won't fix everything--Australia has basically everything you suggest here (albeit with a parliamentary system of government) and it doesn't have a spotless record for excellence in Prime Ministers. But compared to the dysfunctional mess in the United States, things look quite brilliant down under.
(Note: Australia also makes voting compulsory (you can be fined if you don't vote). Pretty fair deal in exchange for a whole day off--but having less-informed voters voting might make the U.S. more vulnerable to populism, which it already has a problem with, so maybe give that one a pass.)
