I think a statistical argument would be adequate.

When we say "all" we usually mean "such a large fraction that we don't worry about exceptions".

Anyway, exhaustive inspection vs. sampling with error bounds is not the problem here. The problem is general platitudes without any compelling evidence and not even much of an argument.
