I think this is a bit much mindreading.
It's really hard to tell who, if anyone, actually wants people to stop being caring and compassionate human beings. Outrage provokes support, and outrage also can lead to uncaring lack of compassion. But feeding off the support seems motive enough for most people, at least (plus they're caught in the outraged perspective themselves where what is caring and what is not can get badly warped); the latter part, if it happens, is just an unintended side-effect.
