I think this is true, but with the caveat that it's even better if we can arrange things such that the judicious use of violence is unnecessary, that would be even better.
One's ability to inflict violence has little to no bearing on whether one's views are correct, or whether justice is served or harmed by that violence.
We have found ways to structure society that can greatly reduce levels of violence, and many of them are widely applied (e.g. "rule of law") in modern nations. This does, however, come with a responsibility to help people manage themselves when they feel a propensity to violence that is a poor match to the need for violence. Even if they are ultimately at fault, we can help reduce the chance that they will make that kind of fault.
