I think you missed the word "entirely" in the quote you gave? It only suggests that there aren't largely insurmountable institutional and structural barriers, doesn't it?
Many statements are grossly misleading if you neglect random words in them.
Furthermore, Kaufman's article was not talking about black people in the United States--the study was on Israeli Jews and he doesn't mention U.S. racism at all--the closest he gets is to cite a book by Sykes which does cover race but only as one of numerous axes that he thinks people embrace victimhood.

You make some good points along the way, but it seems like much of the article is arguing against a straw man, or at least the wrong man.
