I think you're quite right. But even the willfully ignorant can end up informed, if there is a good teacher present. You can't reach everyone that way, but you can reach a lot.
So, next question: what is the best way to educate? How can you make it sufficiently appealing that it will draw people in even if their standard tactic is to ignore so they may remain ignorant?
There seems to be a lot of emphasis on yelling and blaming. This does not seem to be good pedagogy (though it may serve other worthwhile purposes).
