I wouldn't over-stress the incompetence--it's not like Magill or Kornbluth did particularly better in the hearing, and there weren't major issues with Harvard mismanagement prior to the hearings.

The plagiarism issue doesn't reflect incompetence (just a bit of laziness and/or ego), as far as I can tell, but it bites particularly hard at Harvard because they have clear and stringent plagiarism guidelines for students, including that you can't even use your own work twice in two different classes without prior permission!

She didn't execute well in a setting where it is supremely important to execute well (in front of Congress), and that's not very competent. Nonetheless, it's also not easy. So, as I said, I wouldn't over-stress it. She was asked to jump a pretty high bar and came up rather short.
