If San Francisco does something dumb it impacts SF, not Norway. Your claim was that Norway would have even less crime if its justice system were less "lenient".
Do you have any specific reason to think this in the case of Norway, or are you operating under the model "harsher punishment -> people try harder to avoid punishment -> they engage in less bad behavior", without considering any other factors like whether or not someone feels like they have something to lose, whether they are valued, who they interact with, any of that stuff?
