Percentage points measure how many people are going to fail to get the care they need. The numbers correspond to clinical outcomes with significant consequences for the patient. In particular, although most people will be okay with misoprostol alone, of those who aren't, most of those would have been effectively treated instead of ineffectively treated had they had mifepristone as well.
That's the entire point of the two-drug regimen. You don't take extra drugs because you like swallowing pills. You do it because you want higher reliability and possibly a reduced duration of side effects.
