Is the "to achieve some purpose" critical here?

…ity. There's the world itself, whatever it is before it's modelled and understood, and then there's what intelligent beings say about it as they try to use the world to achieve some purpose. The latter cognitive project is always partly subjective.

Is the "to achieve some purpose" critical here?
If yes, then we recover objectivity when we try to simply understand, not understand-such-that-we-can-achieve-X. (As cognitive advice, this is sound: motivated reasoning is intense stuff.)
If no, why isn't this just Descartes' demon again? Our epistemology doesn't give us full direct access to ontology--yep! Right! Got it!
