It is interesting to note that the policies that you advocate are "structurally anti-racist" assuming that policies that disproportionately harm black people can be said to be "structurally racist".
Oddly, I've never heard them referred to as such by anyone who is fond of mentioning structural racism.
Regardless of what they're called, they're an excellent idea because they are compassionately humanistic and help reduce the ongoing harmful legacy of racism.
