It is the responsibility of humans to care for other humans to the degree practical.

Realistically, you can evacuate everyone. Almost everyone already has evacuated within Gaza (well over the entire population, if you count the people who have evacuated multiple times).

The expense and logistical challenge would be immense, but the expense and logistical challenge of the war is immense. Save for impatience and savagery, what is the reason to choose the method that kills more innocent people (e.g. young children) and is worse at dismantling terror infrastructure in the long run?

Of course Hamas could stop everything in a moment, either by surrendering or by not sheltering with civilians. They won't--everyone understands they won't, whether it's decent people who recognize that Hamas are vile, or fanatics who recognize that Hamas will gladly martyr any number of Palestinians.

But there is a limit to how many of Hamas' sins should be paid for by other Palestinians.
