No--didn't you read the document? They can compete only if they are a "biological female". A birth certificate is presumptive evidence, but they explicitly say that it is the biology, not the administrative action, that is the final determiner. (This leaves people with various intersex conditions in an ambiguous position, because being assigned female is insufficient.)
