No, I mean 0.0007%. Your original number was the fraction, not the percentage. To see that the percentage is what I said above, note that 0.7/10 = 7/100 = 7%, 0.7/100 = 0.7%, 0.7/1000 = 0.07%, 0.7/10000 = 0.007%, 0.7/100000 = 0.0007%.
One of the perks of being a scientist is that I can see some number like 0.0000004 and go (in context) "Oh, yeah, makes sense" but see 0.00000004 and go, "WHAT NONSENSE IS THIS?!?!". It is entirely understandable that everyone else just goes, "Whole buncha zeros, then 4" in both cases.
