It can't, by your rules, be either lies or fallacious reasoning, but there's a lot of wiggle room in "good", "cogent", and "coherent". (Also in "compared to what", now that Biden is out.)

If you use the wiggling to your advantage, then nobody could possibly make such an argument. But otherwise there's at least one, possibly two angles that ought to work to at least have a cogent argument.
