Not necessarily, because 80% of human water use is agricultural. You can abandon every bit of agriculture in California and still live there.
It would be a drastic step to stop agriculture in California--but considerably less drastic than stopping living in California.
An accurate description of how serious the potential problems are is valuable--but unwarranted catastrophism just prompts (justified) disbelief which tends to (unjustifiably) rub off on everything including the accurate descriptions of the real problems.
