Not sure about you, but I don't think the poster is going to do much to me but sit on a wall and inform me.
This isn't the cynical perspective that works.
One that does work is that local officials know that the optics of advising men to take precautions are far worse than of advising women to do so. Why aren't you doing your jobs? people will ask. Why is it so dangerous?
