Odd--I have occasionally contributed to Wikipedia and not had such problems. I've definitely cited books before. Can't say I've cited legislative records, but I've seen them cited (but maybe not if they're sealed, e.g. you have to walk into one specific building to get them, only with permission).

Anyway, even if what you say is true, it's still all open source and collaboratively edited--having rules doesn't make you "closed" in this sense.
