Of course you can! That's what humans have been doing for almost their entire history. Written laws are a relatively recent invention--even the early instances (e.g. Hammurabi's code) are mostly codifications of what people felt was reasonable at the time.
Like maybe four thousand years ago in Babylon, "If any one steal the property of a temple or of the court, he shall be put to death, and also the one who receives the stolen thing from him shall be put to death." would seem like a reasonable idea. These days it seems a pretty horrific valuation of a bit of stuff over the lives of people (including potentially innocent people who receive the stuff).
Popular opinion normally doesn't change that fast. We've gotten very good at changing opinion quickly, and not always with adequate reflection. That's what's weird.
