Okay, but the land mine case isn't a case of "freedoms not coming into conflict". The law says you have to be proportional--why? What is the problem, if not violating others' rights? I can dig holes in my garden disproportionately. If I want to dig up a cubic meter of soil to plant a petunia, nobody is going to haul me in front of a jury.
