Protests. Revolt. Incessant messaging to anyone and everyone outside saying, "Help, please, save us from Hamas," done anonymously so that individuals are in less danger. Palestinian organizations outside Gaza have the freedom to, on behalf of Palestinians inside, constantly criticize and undermine Hamas.

Jews inside and outside of Israel may need to use some of the same tactics, though probably only the milder ones, to get rid of Netanyahu and farther right people in the Israeli government.
