Consciousness is a phenomenon. It doesn't need to be observed to exist. But it can be.
If we notice some regularities and point them out, it is not our noticing that is the causally essential feature. Again, the map is not the territory. Don't confuse our descriptions of things with the things themselves.
It isn't talking about liquidity that creates liquidity. If it were, then yes, without anyone to talk about consciousness we wouldn't have consciousness. But it's very straightforwardly not the case. Again: the map is not the territory.
