Sure, but then the conclusion is that you can't trust the data all that much. Political pressure to warp your numbers is also "just reality". So you can't tell if part of the reality is political pressure vs unbiased estimates in difficult conditions; all you do know is that the numbers aren't structured in the way that would happen from an accurate account.
