Take care not to let (non-universally used) linguistic subtleties excuse hateful thought and behavior. Prejudice and discrimination are hurtful under any name, and “racism” is also used not as you specify but just as a short-hand for “racial prejudice” and “racial discrimination”.
Furthermore, you’re entirely wrong that non-whites cannot be racist even by your definition unless you narrow it even further and arbitrarily declare that only the national political level matters. Oppression is all about power, but in different locations and contexts, different groups have power.
Our goals should be understanding, compassion, and enabling everyone to fulfill their potential. There’s a lot of work to do in that regard in the world (including but not only in the United States). It’s a tough problem, and to tackle it we should all be calling on our better natures.
