Takei's point is that you shouldn't get to skip to the head of the line because you didn't get vaccinated ("should not receive priority...over...people who are as much in urgent need"). How is that an evil idea?

All the surrounding quotes are evil. Takei's is simply a statement that triage should be applied equitably based on need, not preferentially to those who wouldn't be in need if they had taken preventative measures.

The only "evil" there is a slight unkindness in telling someone "you could have prevented this; now you have to wait your turn" instead of "oh wow I'm so sorry that happened to you (but you have to wait your turn)". This isn't a meaningful step along the road to totalitarian genocide.
