Taken literally, yes, I agree. If you read, for instance, the passage I quoted from Bell, you'll see that at least originally it was a more nuanced view. (And the counterargument is--of course changes will happen sooner if there's interest convergence as well, because that just places even more weight on the side of doing the right thing. But it doesn't mean that without convergence it will never happen.)
