That is not what the bill says, or what the consequence would be. Of course if you don't know what you're talking about, what I say might seem weird.

Anyway, if you think a problem is a problem, you take partial solutions while pressing for more, and this definitely would have helped: nobody is guaranteed asylum, green cards are modestly increased, nobody is permitted illegally (though the ability to catch them isn't drastically increased), everyone has to meet a higher standard of entry, etc..

If you think it isn't really a problem but can be exploited for political gain, you stonewall while trying to sell the story that the current situation is the other side's fault.

The Republican base seems to have actually thought that immigration is a problem (Democrats, too). Trump not: he saw a political opportunity instead.

Trump won.
