That number is (1) suspect and (2) irrelevant because men between 18-24 typically encounter more than 167 times more women than does your typical bear.
Don't fall into the trap of trying to numerically rationalize the answer! That's not where the answer is coming from; if you pretend it is, it's just going to look stupid. People are notoriously bad at intuitive statistics, and almost nobody has the kind of multiple encounters with bears that one needs for intuition to even have the right information to play with.
The answer comes from: the danger from men is real, and scary, and it shouldn't be that way.
Hypothetical questions are places where you get to make a statement without having to actually live with the consequences. Better to just embrace that than try to rationalize.
