The laws themselves sometimes don't disrespect gun ownership, but the political discourse does.
So my idea is to go as far the other way as possible. Add the most impactful restrictions--cooldowns and low-capacity magazines are some of the best--and couple it with ad campaigns promoting gun ownership, federal exchange programs--turn in a high capacity magazine, get low capacity magazines in exchange, plus ammunition (or some other perk).
Basically, "You win, guns are great, responsible gun owners are great, and lets make things easier on them while making things harder on the crazies."
But the political situation is so untenable right now that maybe there isn't any possible solution at all.
