The starting moral value of the liberal is that people are of equal value and that they have equal rights to freedom of action and freedom from harm.

What you are describing is not a liberal approach. It might be a leftist approach, but a leftist approach that is losing touch with its liberal roots.

All sorts of systemic problems have been previously addressed in a liberal framework: unemployment benefits, nationalized health care, environmental regulations, civil rights regulations, and so on. There are powerful liberal arguments for each of these things.
