Then that's justification for no longer linking public schools to the local tax base, isn't it? So this ought to be subject to fixing. (As part of fixing K-12 education.)

I did point out it wouldn't be easy. But this seems well within the range of possible, especially since you can tackle it state by state. (Indeed, some states already have tackled it.)
