Generally, because of the sex determination region of the Y (SRY), anyone with any Y chromosomes develops somewhat more male-like than female-like.

But, anyway, leave it to biology to not make things simple.

Oh, and we haven't even talked about variant alleles in the signalling pathway that reads out the SRY....

Overall, the rates are about 0.2% of "well, that's complicated".
