This is about the butterfly ballot--that's why there were the absurdly anomalous votes for Buchanan.
We knew this at the time. People complained that they were confused, people who reviewed the ballots agreed it was confusing, and the statistics were done before the results were certified and it was all but certain that 2000ish people had mistakenly voted for Buchanan instead of Gore.
This is not about hanging chads. The hanging chads were the result of a paper punch ballot that wasn't particularly reliable at actually punching out the paper, leaving it ambiguous, in some cases, whether the ballot had been marked or not.
In a breathtaking display of incompetence, Florida managed to have both problems in one election.
