Toss out Hamas, establish reproductive rights and other rights for women, use more of the foreign aid to actually aid the civilian population and infrastructure, recognize Israel's right to exist while still maintaining that land needs to be distributed more equitably, and try to establish economic partnerships that make mutual sense between the two countries (e.g. Gaza is, currently, a potential source of low-cost labor).
The only way this wouldn't have made an immense difference would have been if Hamas physically prevented it, which was, honestly, fairly likely.
