Well, affirmative action is explicitly crafted as a type of reparation. The others can be categorized as "structural anti-racism" much like structural factors that favor whites (even if it's just due to demographics) can be categorized as "structural racism", so under a loose definition they could count too.

Of course, the implementation might be shoddy or even counterproductive, and if you try to implement anything without fixing your biases, you might even pull in the wrong direction, but...do we really have any great reason to believe that any other attempt at reparations-like actions are destined to do dramatically better?

This doesn't mean it's anywhere near enough. Insufficiency could be a strong counterargument. But at least most of these things pass the test of "could be considered a form of reparations".
