What I would have meant is that if it comes down to negotiation, we're doing it wrong, and Yudkowski is right.

Only a scheme wherein we have control without need for negotiation, and where our failures to negotiate are patched up by automated systems, has a decent chance of being stable rather than catastrophic in the longer run.
