While the underlying phenomenon is true, and terrible, calling it "racist roads" seems designed to invite ridicule.

"Racist destruction and disruption of neighborhoods while building the highway system" is a mouthful, but hard to ridicule.

Sometimes it seems that the terminology is specially chosen to help lose or at least prolong battles rather than win them.
